A universe in which Anakin and Padmé don't hide their marriage.
What's more, they have a perfect excuse.
A marriage of convenience.
This way, Anakin gets health insurance and (maybe) diplomatic immunity. Plus, there are sure to be tax benefits, and maybe widowhood or something like that in the worst-case scenario.
It's not attachment; the Jedi can't say anything.
An extra bonus if other senators decide to support and do the same. Of course, not everyone jumps straight to the marriage phase with unknown Jedi, but why not?
Plus, there are clones. Who don't officially have citizenship. Why not get married and get them citizenship? The best part is that ordinary citizens can do the same.
Someone else (perhaps Plo Koon or the Organa) figures out that, legally speaking, clones are children, so they decide to adopt them. Because they are.
There's a bit of a mix-up with the ages because they're old enough to be warriors, but they're also children.
Well, the truth is, I'm not going to focus on that. Clones are clever, they say they're half and half, and they can take advantage of the benefits of both marriage and adoption, depending on the clone.
(Also, yes. Satine is also interested in that marriage of convenience thing.
Maybe she doesn't mention it at first, but it doesn't take long for her to try to convince Obi-Wan.)
Extra bonus: in the Temple bombing arc, Anakin and Padmé are listed as Ahsoka's legal adoptive parents even though she's under Jedi guardianship.
It's a mess, but it's a fanfic.
So let's see how Tarkin deals with Ahsoka having the benefits of being the daughter of a senator.
