I think that they are characters that are brave and have great capacity for goodness (as shown in Sif's case in AoS), but are also bullies who, regarding Sif: try to claim moral high ground in every situation to justify their behavior, and, regarding Fandral: love their status and are constantly peer pressured into things, and basically have no beliefs.
Sif is a bully who refuses to admit she's a bully, a d Fandral is a bully who is a follower through and through.
Like, I can't call them evil, but they also are having their own asgardian production of Mean Girls going on.
And Hogun and Volstagg are just there. They exist to be mean to Loki and... I guess Volstagg loves food. Like, they're barely there. Hogun as well could be a piece of furniture.
I don't always remember that he ever existed.
Overall, these 4 characters don't have any development/arcs, and almost everything we know about them revolves around Thor&Loki. Which pretty much reduces them to being Thor's "yes-men" and Loki's bullies. Oh, and, according to the creators, Sif is somehow in love with Thor, was planned to get together with Valkyrie, and had a weird thing going on with Loki, while simultaneously crushing on Thor. They're not reducing her to misogynistic tropes at all.
And that doesn't do a good job at making me like them, imo.
