One, these are both framed as questions in the original Japanese. QUESTIONS.

Two, that first cap utilises the yellow text for ‘truth’ so no shit, it’s talking about the same ‘warped truth’ both times. He’s trying to tease Shuichi into thinking about what he accepts as ‘truth’ and asks if it’s really absolute, not dismissing the real truth himself.

Three, he’s basically telling Shuichi, in that last cap, that he’s being deceived right there, right then, before backtracking and saying it ‘could be a lie’ after this conversation. It has nothing to do with the world, as in the first cap.

He’s specifically framing the current situation as a warning.

Basil would describe Bean as one big fat lie. Bean tends to present this image to everyone else of having everything together, a party boy and probably has a bunch of friends. When he’s really just very lonely and changes his mind every five seconds so he doubts himself all the fuckn time or regrets every single decision he’s ever made. 

As for Bean, he would describe Basil as an engima. He tells Bean what he wants all the time so he’s very aware of what he wants, but he never does it. Bean often has trouble figuring out what’s particularly bugging him just because basil tends to stress over every single decision or option and Bean’s mentality is always ‘do it and regret later’.
