I think when Neil FINALLY starts taking care of his hair properly (at the insistence of Allison), he figures out he has curly hair. His hair was just so damaged and neglected from his years on the run, years of cheap products not even meant for his hair type, that his curls never really showed. But then he started using products meant for curly hair (because Allison said she could tell his hair was curly even with all the damage) and he was met with a head of unruly curly hair (that Andrew instantly fell in love with)
