Cgs victor and zeno with a regressor thats super clingy? Id imagine toddler or so age range, peak whininess and even worse impulse control. Having to switch on and off with who takes care of you or makes sure you sleep, the confusion on which one you want when you’re crying and asking for your ‘dad’ (neither of them know either of them will do for you)

I think Victor steps in as the overarching caregiver, and takes on most of the responsibilities. He makes sure you're clean, safe, well fed, happy, ect while Zeno might oversee the emotional aspects. I think Zeno would be easier to connect to on an emotional/vulnerable level than Victor, so he's easier to go to when sad or distressed.
When it comes to tantrums, Victor is quick to shut it down and send you to the corner, while Zeno might try to reason with you and get you to calm down. Neither of them let you just walk all over them of course, but they understand that its a part of regression. Victor sets firm boundaries and expectations, and heavily expects it to be followed.
Zeno is still extremely insecure about himself and ability to caregive. He has a very bad habit about asking you or comparing himself to Victor, and has totally let his mind spiral with 'what ifs' many times before. He is still living under Weskers shadow, and wants to prove that he can be as good, or better than anyone else, even Victor.
Victor likes to play doctor with you! Giving you a play stethoscope and lets you 'listen' to his heart. He'd teach you loads of medical words and how to check your pulse, heart rate, ect. He'd keep close track of your nutrition, and will add to it wherever needed, he wants you to be healthy of course! He would keep on top of any medication/therapy you need as well.
Zeno loves when you cling to him! He runs very hot, and enjoys all the physical contact he can get. He spoils you more than Victor does. He'll gladly pick you up and carry you around, and doesn't usually deny you. The only time he gets stern is when you're using it to break rules/get out of punishments, and when he's doing something very important.
Nothing gets by Victor. Lying? He already knows. Did something wrong? He knows. He's just waiting for you to admit it. At least if you own up to it he'll let you off lighter... His main form of punishment is lectures and writing lines, on top of cleaning up your mess. He wants punishments to have a clear meaning to them, and he emphasizes it over and over.
Zeno had to give up smoking/drinking when caring for you. He didnt want to be a bad influence, and the smoke could harm you. He resorted to gnawing on pens and any softer object he could get. It didn't take him long to get over it, wesker genes and all, but whenever he's particularly stressed, he has to fight himself to not go outside to smoke...
Victor is constantly running 'tests'. Which toy do you prefer most? Which blanket is your favorite? If you suddenly shift preferences, he of course mentally tracks it. He thrives on experiments, and his brain is constantly running, and he's even 'misplaced' items purely for 'scientific purposes' to see what you would do. Cruel bastard.
Zeno tries to oversee playtime. He loves connecting with you, and yearns to be appreciated and loved back, and what better way than to just play together! He will absolutely get jealous and angry if Victor butts in too much. He can get territorial over you, even with Victor. Victor doesn't take him seriously on that. ...which leads to a litany of other issues.
Both of them take being a cg seriously, and the second you call 'dad', one, if not both, are heading to your location. Since they have the funds, they invested in a huge mattress, so that you didn't have to pick between them every night. Now the hard part is picking who to cuddle... I think they don't even need sleep as much as you, so they usually treat night time as a way to relax and unwind with you.
