This is an outrage! We must do something about it! I think the solution is clear. We must station a permanent garrison of Cardassian soldiers on Deep Space Nine.
COMMANDER SISKO
Gul Dukat, you know as well as I do that you hate Garak. You're using this situation to your advantage.
GUL DUKAT
I'm trying to protect an innocent Cardassian citizen on this station!
COMMANDER SISKO
The attackers will be brought to justice.
GUL DUKAT
Not real justice! No Bajoran court would convict them!
COMMANDER SISKO
You’re right. Under the circumstances, let us see about having a Federation court take jurisdiction on the case. I’ll contact the Bajoran Ministry of Justice.
GUL DUKAT
(reluctantly)

Dr. Bashir is tending to Garak, who is lying in a bed. His face is battered and bruised.
DR. BASHIR
You're lucky, Garak. It could have been a lot worse.
GARAK
Yes, it could have been much worse.
DR. BASHIR
Can you tell me what happened?
GARAK
No, I'd rather not.
Dr. Bashir looks at Garak, uncertain how to respond.

Garak is uncharacteristically quiet and just nods, trying to hide his pain and apprehension about the troubling situation.

Sisko is sitting at his desk, and Odo and Kira are standing in front of him.
SISKO
It seems to me that we can come to some sort of compromise.
Odo and Kira look at each other, then back at Sisko.
SISKO
Odo, you want to send a message that there are consequences for attacking a resident of this station.
SISKO
Kira, you want to show that we understand the anger that Bajorans feel towards Cardassians over the Occupation.
SISKO
So how about this: we punish the extremists to the fullest extent of Federation law, but we also set up a program to give counseling to them and others like them. That way, we can hopefully prevent future attacks like this one.
Odo and Kira exchange a look.
KIRA
I think that’s a great idea.
Sisko smiles, pleased that they have come to a compromise.
