Executive Order 13769 was signed by Sultan Spray-Tan on January 27, 2017.  It restricts entry to the U.S. by people from seven Muslim-majority countries, as well as refugees fleeing ISIS and the Syrian civil war.  People from those countries  have killed zero Americans on American soil in recent history, while none of the 9/11 terrorists were from any of those seven countries.  In addition to being a bad idea, the "Muslim Ban" was hastily and poorly executed.  

In a February 2, 2017 appearance on Hardball with Chris Matthews on MSNBC, Kellyanne Conway said this, when trying to justify the travel and immigration ban:

I bet, there was very little coverage‍—‌I bet it's brand new information to people that President Obama had a six-month ban on the Iraqi refugee program after two Iraqis came here to this country, were radicalized‍—‌and they were the masterminds behind the Bowling Green massacre. I mean, most people don't know that because it didn't get covered.

Conway later made a rare apology, and admitted that she was wrong.  This appears to be an example of incompetence, rather than deception.
