from /r/vexillology Top comment: before you ask, i know that this is the coat of arms form the CIty of são paulo, not the STATE. a made that choice because: 1 - the state coat of arms inclued a latin motto that meant "for brazil do the best", which would fit with an independent state(it would be like putting the usa coat of arms on an independent texas). 2 - a coat of arms w/out the message you be confusing for people seing it and thinking "why is there a blank stripe on the flag without a message like all the other coat of arms i've seen?" 3 - the message for this one coat of arms means something along the lines of "i'm not ruled, i rule myself", and i think it would fit better with the theme of an independent country.
