(while the wording is left purposely vague, I think we can read it as them talking about marriage. They already resumed their relationship to the level it was pre-Revolution, so what about they would "plan" about? What can two people in love can "plan for the future"? Move together? They already do, they have a room together in the X-Cavern. So no, even if Remendeer himself came here to tell me he didn't meant it, I firmly believe Betsy implied plans for a marriage.)
