Seiichi Hayashi nació el 7 de marzo de 1945, en Manchuria. Comenzó a trabajar en animación en 1962, antes de comenzar a dibujar cómics. Hayashi comenzó a dibujar para la revista Garo en 1967 y pronto se hizo muy conocido gracias a su cómic Red Colored Elegy, que se convirtió en algo de un fenómeno social.
