so I was out with a friend and she lives down the street from a used bookstore and when I tell you the internal scream I scrumed when I scored not 1, not 2, but 3 Lupin anime art books
did it hurt my wallet absolutely, was it worth it? absolutely
also for posterity sake, last year I got the 50th Anniversary Animation art book and it's still one of my favorite art books to this day

This seems like an obvious statement, but is it?
A country is a place? If you invade a territory and annex it to your territory then is your country also that place? What about the people there? And if no one lives in a part of your country is that not your country anymore? If everyone got up and left France forever at once, and other countries occupied that land, is that place then still France?
Enjolras, and by extension the author of Shoujo Cosette (Victor Hugo), makes a punching political statement when he puts emphasis on the fact that a country, a nation if you will, is a spacial configuration for a people first. Because he isn't just saying a territory but also not saying a place where people are in, they Live in that place.
A country in this context is not an accident of where you were born or a totally shifting ideal but a real inherent quality of the totality of one's life at that moment. You can't get in and out of it at will, you live there. To leave would be a difficult and reality-altering choice. To get out from where you live is a total alteration of your state of being. So 'a place where people live' is more meaningful than you would think at first glance.
If we take 'place' as more of a metaphorical term to mean 'state', or a 'quality' a country then would be an inherent quality of the person who lives. To paraphrase "A country is a state inherent to living" and it accounts for the fact that someone might have many qualities at once, but most importantly it is not just a statement about a administrative frontier, or government-approved boundaries, in fact he says nothing about the boundaries of a country. For a country you need both a space and a people.
And to cap it all off! He is saying this is fact 'without a doubt'. Not a suggestion, or even a hypothetical. A country is a state of being for the people, and you cannot separate these two concepts. It's a deeply potent and inherently politically disruptive phrase.
