Reducing Ursa down to "scared little victim who had no control of her choices or actions she could take" ignores the complexity of a female character.
When I point out her disagreeable qualities, I am not shaming a victim because a victim doesn't have to be perfect to still be a victim.
Like come on, you think when she grabs Azula (rather roughly in my opinion) and says "it's time for a talk", she looks afraid? Scared? She is not scared of Azula (even Azula came to realise this by the end of the cartoon). The one scared is Azula.
She had power, she made a positive effect on Zuko and could've done the same for Azula. They were both corrupted by that man and the FN but Zuko had two positive influences that could pull him out of it. Azula had no one.
Zuko had one abusive parent. Azula had two.
Ursa fucked up, she was a victim (maybe in the cartoon too we dunno really) but also a perpetrator (she's also very pro FN to make her treason very strong). She has layers.
Edit: Also if being abused makes you unaccountable for your actions then Azula did nothing wrong.
