Canada’s biggest public sector union calls the public-private scheme risky and expensive

The Canada Infrastructure Bank (CIB) is looking to pressure cash-strapped municipalities into using Public-Private Partnerships to refurbish or replace water and sewage facilities, says a new report by CUPE.

The CIB recently pledged a $20 million investment as seed money to “attract private capital expertise” to the restoration of water and waste water service in Mapleton.

The Liberal government’s press release claims the partnership “demonstrates how the CIB can enable the public and private sectors to improve infrastructure delivery in Canada and help the Township of Mapleton continue to provide households and businesses access to clean drinking water using modern infrastructure.”

François-Philippe Champagne, federal minister for Infrastructure and Communities, is quoted calling the public-private plan a “new model” for cash-strapped cities.

But in a critical report, Canada’s biggest public sector union warns deals like the one in Mapleton actually “lock municipalities into inflexible and expensive contracts.”

“We’re very concerned this could be the start of a bigger push to privatize Canadian water and wastewater services,” CUPE president Mark Hancock told PressProgress.

“The risks include poor performance, which we’ve seen internationally and right here at home,” Hancock said, adding “cash-strapped local governments might feel like they have no other option.”

Hancock noted the City of Hamilton, Ontario took back control over its water and wastewater system in 2004 after private providers oversaw drastic job cuts and massive raw sewage leaks for more than a decade.

Dear Followers: Please Help Protest Kinder Morgan

Finance Minister Bill Morneau announced a $4.5 billion bailout package for Kinder Morgan. The government will then spend even more on actual construction, estimated to hit $7.4 billion.

This is disgusting.

Morneau claims that this is “an investment in Canada’s future.” And all I have to say to that is if the government thinks this country’s future is dependent on dirty money from Texas oil tankers, then they should all be ashamed.

Justin Trudeau got his seat as Prime Minister riding the waves of Indigenous Canadians hoping he would be better than Harper, when all he has proven to be is the same villain but with a prettier face. He shakes hands with our leaders while spitting in the other, and his apologies are NOT accepted until he starts acting on them.

Kinder Morgan has a 0.3% tax rate. And the BC film industry creates more jobs than the proposed pipeline. Do not believe the lies that they are helping Canadians.

A single spill could poison the water for years. This risks the extinction of marine life such as the orca. Trans Mountain’s own studies show that the new pipeline will have a 99.9% chance of pipeline spills and 77% of marine terminal spills.

The Kinder Morgan project would unlock more than 4X BC’s entire carbon cuts to date in one project.

Kinder Morgan does NOT have the consent of Indigenous Nations along the pipeline and tanker routes. This is supposed to be a requirement.

This whole thing was rigged from the start.

I could go on, but I’d rather encourage people to look into it themselves, if you are unaware of what is happening in Canada right now and this pipeline. 

I want everyone to look at that number up there, and think about all the things it could go towards instead of a Texan oil company. I for one don’t want to hear a single damn excuse about how hard it is for them to get basic clean water for Indigenous communities.

Canada Infrastructure Bank Reveals Key Projects Will Be Funded By Having Canadians Pay Fees to Private Companies

Canada Infrastructure Bank’s new annual report indicates private investors will generate revenues through a ‘fare box’

The Canada Infrastructure Bank has finally revealed how the federal Liberal government plans to fund its infrastructure projects: By forcing working Canadians to pay private companies out of their own pockets.

When the Canada Infrastructure Bank was first unveiled, former Finance Minister Bill Morneau repeatedly dodged questions about whether he was opening the door to Canadians paying user-fees to private companies in order to use public infrastructure.

In a 2016 interview with CTV Question Period, host Evan Solomon repeatedly pressed Morneau to go on the record about whether he would allow the projects to generate revenue by charging user-fees, such as tolls on highways.

“Sometimes you just won’t get an answer,” Morneau finally replied.
