🇰🇷 Bithumb Fined $136,000 Over User Data Transfers to Bingх
South Korea’s Personal Information Protection Commission (PIPC) has fined crypto exchange Bithumb 210 million won (approximately $136,000) for violating personal data protection rules.
According to the regulator:
• Between September and November 2025, Bithumb transferred user trading data to BingX. • Users had consented to transfers involving Stellar Exchange, but the information was instead sent to BingX’s infrastructure. • The exchange also shared names, wallet addresses, and dates of birth with 13 foreign exchanges during AML-related transfers without completing all required legal procedures.
Bithumb stated the transfers were necessary for anti-money laundering compliance, but the PIPC emphasized that AML obligations do not replace the legal requirement to obtain proper user consent.
📌 Alongside the enforcement action, South Korea introduced its first blockchain-specific personal data protection guidelines, requiring companies to:
• Minimize personally identifiable information stored on blockchains. • Reduce traceability of on-chain personal data. • Establish procedures compatible with blockchain’s immutable architecture.
