Well, half Fae on his mothers side.
Fae are born fully formed so it makes sense Janet didn’t know what to do with a small half human child.
And Jack? He was literally entranced by his Fae wife.
Tim didn’t grow up with human or Fae socialization so it all instinct, trial and error that he learns to interact with people
The human part of him craves interaction, craves a community and family.
The Fae part of him knows it is unsafe to trust easily.
So he watches people, he learns them, and then he interacts only once he understands his target.
The first person he didn’t understand and deeply understood was Jason Todd a human body also raised by the instinct to survive.
