From my perspective, it was a win-win opportunity for Ougai

To have at your feet a rather powerful man who defeated your men like it was nothing?

To have the opportunity to save him and make him dependent on you despite everything he caused?

To be able to have him giving you information related to governments?

To have him train your people?

It was an amazing option, a wonderful opportunity that he couldn't lose

To manipulate/blackmail and have Verlaine at his side, was the best available option

It's not like Verlaine had other option tho, Mori could have killed him, or the French Government, or the British Government...

Paul found himself between 3 swords and a large wall. Ougai instead of using his weapon, offered him a peaceful way out

I love being calm while doing a random thing and then thinking:
