srsly though, ward was a high-ranking shield agent, so i think it's safe to assume that he was high-ranking in hydra too, which makes it very very likely that he met the winter soldier at some point, or at least knew about his involvement in their stuff.

I saw someone theorize that it was the winter soldier’s. That the winter soldier came in, disarmed himself, and laid out his weapon on the table. Or you know it’s ‘murica, guns are pretty commonplace idk
