Technically, yes - I normal people law. But no one’s gonna charge a vampire, something most people would legitimately not believe exists. Especially on nights where a lot of people are partying and perhaps getting a little too tipsy.

They do have rules tho as do all vampires (which if anyone hasn’t gotten that yet, yes they are genuine supernatural bloodsuckers lol). Basically no killing and they must use hypnotism to sedate victims (to lessen them struggling and hurting themselves + amnesia). Unfortunately they can’t control how long they cause memory loss. They also target people who would believably get lost like drunks, drifters, etc.

Those who don’t comply are dealt with by what is equivalent to a supernatural police force made of their own kin. Even monsters can’t just go around doing whatever they want.
