Okay so 長い/nagai means ‘long’ and 鼻/hana means ‘nose,’ and Usopp is very often referred to/described as 長っ鼻/nagappana (‘long nose’) by a whole variety of characters, most notably Robin.

Perona does not call him nagappana. She calls him ネガっ鼻/negappana, which is only one vowel off. The nega part is from ‘negative.’

So basically, she’s calling him ‘negative nose.’
