Oars III has a triple skull necklace, which I think is a little classier than OG Oars's skull girdle. Either way, their extra big giantness means that these are some big-ass craniums they've got for decoration

This is a peak Franky pose
To get the full effect of this joke you really have to look at it in the manga. Oda spends six or seven full pages setting up Oars as this the awakening of some horrible monster, complete with ominous camera angles and atmospheric bats flying out of the castle, only for him to start acting exactly like Luffy. It's a brilliant gag and subversion of expectations that immediately deflates a lot of the tension that had been built up, resetting it so it can be build up again during the second half of the arc.
I like that Chopper is given opportunity to be properly angry about something specific to him. It makes his character feel that much more real
Under more amiable circumstances, I bet zombie Cindry and Robin would be friends.
How long do you suppose it took them to build this giant freezer to house Oars?
