Explanation of the situation. Basically, Charles did what he does best, which is to throw the ball somewhere on the field to make the game more interesting (for him). I should note that he does this without really expecting anyone to actually catch the ball.
And so, when Rin Itoshi caught it and scored a goal, Charles was surprised and started taking an interest in Rin (he just said the goal was incredible).
It wasn’t until then that Loki, who hadn’t shown interest in anyone during the entire NEL, went to 'talk' to Rin...to put pressure on him??? (idk the fuck he's doing, but I'm almost sure it wasn't necessary to grab Rin by the collar to bully him T-T)
(There's so toxic so why do nobody likes them??!!)

I also find it really funny that he only remembers after 110 chapters that he has already played with him before. Like, didn’t you recognize him??!!!
