In my personal headcanon, Kill is the oldest sibling, Will and Bill being twins (Bill being the older twin). They have different strengths of power, from Kill being the strongest to Will being the weakest (that's why he's enslaved and stuff)

Kill hates weak creatures so he picks on Will and ends up abusing him, emotionally, physically and sexually.

Bill (and the rest of the Cipher family) does nothing against it, mostly because he can't (the rest of the family doesn't care enough).

Since tomorrow is @the-space-case​'s birthday, I asked what they wanted and they said they wanted Will Cipher as a perfume model. Then I found this picture (link) and decided to include Bill because why not! 8D The designs are based on their comic "Recovery".

Also, I have decided that "Next Contestant" by Nickleback suits Bill's feelings towards the Gleeful twins about what happened to Will very well. And I can't wait to see what he does to Mason for touching poor Will.

I never thought I would ship Bill and his other self, but here I am. Usually I have them as siblings, but I like this idea too.
