Can you imagine being just a normal British citizen in the world of RTD-era Doctor Who, and trying to keep track of the country's political situation? They go through at least three separate Prime Ministers in Tennant's run alone, not even counting the one before Harriet Jones that was mentioned in Aliens Of London.
Like, imagine, Aliens Of London happens, and even if the aliens themselves were written off as a hoax, the fact remains that 10 Downing Street got blown to smithereens, and the only elected official left is some random MP nobody's heard of. (Though soon her name will be known even by the Daleks.)
So, Harriet Jones gets elected, and Britain's Golden Age begins. At least until, one Christmas morning, the aliens come back, and when they leave, she takes extreme measures to ensure they stay gone- then all it'll take is six words from a recently regenerated Doctor to send her political career tumbling down.
For further context, in the UK, the Prime Minister is elected every five years. And if we're to assume that Doctor Who more or less lines up with the present day (it's likely this isn't entirely true, but let's assume it is, for the sake of argument) then that would, theoretically, mean that Harriet Jones was voted into office in 2005, and would've possibly been out of power either by the end of that same year, or early in the start of 2006.
So, what happens next? Enter Harold Saxon, a man who is, on paper, the perfect remedy to these trying times. Within eighteen months- meaning that there probably was yet another PM in between him and Harriet- he'll establish a presence so strong and pervasive that he doesn't even need to have any policies or anything, just an earwormy drumbeat and an air of niceness, and boom, he's Prime Minister now.
Now, as we know, most of the shit that the Master did in The Last Of The Time Lords got reversed, and nobody but the Doctor, the Master, the Joneses, Jack, Lucy and anyone else who happened to be on board will ever know the truth. But the Doctor also specified that he took them back to just after the Master killed the US President- meaning that, to the world's eyes, the Prime Minister of Britain killed the President of the United States, and was then shot by his wife shortly after.
After this, we don't really know what the situation is. It's not brought up once in series four as far as I remember- in fact I don't think it's brought up again at all until the 2021 New Year's special.
Conclusion- 2005-2007 must've been insane years for British politics in the Whoniverse, and 2008 was probably a breath of fresh air (poison cars notwithstanding)
Okay but if you think Francine Jones didn't essentially just decide to adopt Jack Harkness into the Jones family after the events of The Year That Never Was (regardless of the fact he's a like 200 year old immortal) then fight me

they rewound time right up until the death of president winters.
saxon's entire cabinet is still dead. the president is dead. the new prime minister apparently made contact with aliens who also killed the president. martha jones, the doctor and captain jack are still on the tv as wanted terrorists and martha's flat was blown up. a whole shootout happened on the jones' family home street. leo jones was told to go into hiding. everyone in downing street casually saw tish get herded off by the police. and as far as everyone is concerned, the prime minister's wife shot him on the same day he was elected.
