Maybe this is just me but I maintain that unlike in the movie (where its Maude Ivory), in the book its Clerk Carmine who starts the singing of Nothing You Can Take From Me at the Reaping. It doesn't specify who it is, but it states that it's a voice that Snow can't distinguish whether it's male or female. Which suggests that out of the Covey, it's presumably either Maude Ivory or Clerk Carmine, given they're both young voices. Straight away the difficulty to distinguish would have me lean towards Clerk Carmine anyway, but it's the next bit that solidifies it for me.
We read that the next two lines come from a deep male voice (presumably Tam Amber) but also that it comes from a different place in the crowd. With Maude Ivory being described as around nine years old, she wouldn't be eligible for the reaping yet, and we get it confirmed from SOTR that Tam Amber would already have aged out, meaning the two would presumably be standing together (and potentially with Barb Azure, I can't remember if we get a confirmed age range for her). The only members of the Covey that would be standing separate to that group would have been Lucy Gray, Billy Taupe and Clerk Carmine, being the three we know to be of reaping age (Clerk Carmine being twelve, quite probably with a still unbroken voice lending towards Snow's difficulty identifying it). Which leads me to believe its Clerk Carmine (and also would be interesting in that it's potentially the only time we hear of both him and Tam Amber singing).
