No.

People on scholarships, or grants, are not being paid to study. They are having their study subsidised. The university is not their employer. The university is the provider of a service. People on scholarships are not at the whim of universities. 

In essence, they pay the university and get reimbursed. Or someone else pays the university and gives them a stipend to cover living costs. Or someone else pays the university and they pay it off (which is also how HECS/HELP works). 

A university is only your employer if you are on its payroll. If you are a student, you are a customer or client.
