its so funny to me seeing people asking for the rachel romantic interest plotline to be removed because they dont like the way percy acted in botl. first of all dont you like intrigue. dont you like angst. dont you want to see annabeth sink further into insanity. second. have you ever met a teenage boy he was doing fine. third. lets work on this aversion to seeing fictional characters displaying flaws

So Shadow Weaver is able to extend her Black Garnet power through tech via the Glimmer Torture-o-matic device so we know it's part of how she is interfacing with the runestone. 

We also know Shadow Weaver can't really use sorcery anymore after the spell of obtainment-- at least not in any typical way-- so this plug and play setup she has going on with the Black Garnet could likely be used by anyone, not exclusive to her / someone with magic. 

So where I'm going with this is that, if the Horde took over another kingdom, they could presumably build this exact same type of set up on ANY runestone and grant its powers to the Horde officer of their choosing in the same way.

Which is to say that we, as a fandom, have missed the most obvious way for Catra and Glimmer to be in conflict: in a Horde occupied Bright Moon, now Catra wields the stolen power of the moonstone.
