To some extent, it’s understandable that some viewers see the Inspector as being dragged around by the cosmos, doing its bidding against their will.
But then, the Inspector has some control over when and where they travel, regardless of what the BOOTH reckons.

Regina: *clears throat and starts reading*

Neal: No, not six episodes developing their relationship! No!
Regina: "Emma decides to head to a hideout with Hook..."
Neal: Oh hell no! Stop right there.
Regina: "to celebrate another victory in private..."
Hook: *wiggles eyebrows*

Snow: Eeeww!
Neal: No way in hell I'm not gonna let them have sex!

Adam: Neal, you're not a part of the scene. Go wait in the Purgatory with the other characters that we are planning to torture.
Neal: The Purgatory is empty! I'm the only one there!
Adam: Are you sure?
Neal: Yes, you gave my father a Rumbelle scene. You saved Charming! Regina will meet her soulmate. I'm the only one still getting pwned by fate!
Eddy: *whispers*
Eddy: I think he's right...
Adam: *shrugs*
Neal: Guys come on! There is no tomorrow for CS sex! Hook stop laughing dude! It's not funny.
Emma: I thought you were not jealous...
Neal: What the hell Emma!
Emma: You think I forgot the work-out line?

Adam: Pan, can you please...

Neal: *gets dragged away, still whimpering*
Neal: Hell no! Not six episodes, please.
Adam: Not even if we give you True Love's kiss in episode eleven?
Neal: *stops struggling to listen*
Eddy: As in... the confirmation you are the one for her?
Neal: *frustrated tears*
Neal: Why are you doing this to me?
Eddy: No pain no gain, buddy.
*Neal and Pan leave the scene*
Adam: Oookay. So, who were we torturing now?
Adam:...
Eddy:...
Eddy: Damn... It's not that much fun torturing other characters.
Adam: Pan, please bring Neal back. I have an idea.
Poor Donald.
He is pretty much one of the world's biggest Cosmic Playthings, especially in the older cartoons, where you laugh at him unceasingly getting the rug pulled out from under him over and over and over.
If I were Donald, I'd probably have violent moods of anger too.
The sad moment you remember Emma's parents gave her up because they had no choice...
Whereas both Neal's parents chose to leave him.
