Effect Definitions:
Damage Increase will increase the damage done by the equipped character’s attacks, and its effect takes place after the buffs and debuffs are calculated. Damage Increase and Damage Up are essentially the same effect, meaning you can have both side by side without hitting each their respective 100% cap ceilings. Damage Increase is generally easier to find than Damage Up. The effect Attack Up is generally considered superior to either Damage Up or Damage Increase.
Damage Up Versus Enemies Affected with Status Ailments does as its name describes: it increases the equipped target’s damage done when attacking an enemy afflicted with Status Ailments. Just like Damage Up/Damage Increase, this effect will also work during Magia, Chase, Doppels, etc. Note that this effect won’t work on the same attack that applies a Status Ailment.
Magia Damage Up increases the damage done by a Magia or a Doppel. One thing to note is that buffs like Attack Up/Damage Increase/Damage Up will also increase the damage done by Magia and Doppels; in comparison, Magia Damage Up will only ever be useful if a Magia/Doppel is involved. A reason to use Magia Damage Up over other effects is if you’re close to capping on the other buffs.
TLDR: “Whereabouts of the Bubbles” is extremely good for Kimochi battles and absolutely Whale-Tier. It allows for a very high amount of damage to go out against the enemy. However, keep in mind that you ideally want this as max-awakened, and this will be life changing for a very specific highplay kind of fight-- if you don’t care about Kimochi battles, then this memoria isn’t going to change your life or gameplay. This is limited to the event gacha “The Call of the Open Sea.” This memoria is also event memoria, and should be kept in the case of a rerun.
Review: “Whereabouts of the Bubbles” is Whale-tier and one of the best memoria in the game, if not the best memoria in the game, for Kimochi fights. For one turn, you can activate this memoria and deal a ridiculous amount of damage against the enemy-- of course, it also has some setup required.
The Damage Increase is the easiest effect on this memoria-- no extra work required. But then you get to the Magia Damage Up. Naturally you’ll want to use this memoria on the same turn as a Magia to get a full effect from it. The last portion of the Damage Up Versus Enemies Affected with Status Ailments can be tricky, but easily solved through a connect, a magia, or an active memoria that places Status Ailments on the target.
Of course, the maximizing of damage against the enemy doesn’t stop there. A connect was mentioned-- a connect from a character with Attack Up or Damage Up would synergize well with the equipped character, giving them an additional offensive buff in addition to their Damage Increase. But planning can go before the battle even starts too-- since you know you’ll get 30% Damage Increase along with 12.5% Magia Damage Up, why not plan ahead and make your memoria work around that? Give some Passive Attack Up, some Passive MP Gain Up (to make it easier to get to Magia of course), maybe equip an active memoria that makes it easier to get that tasty 40% Damage Up Versus Enemies Affected With Status Ailments effect, maybe choose just the right character for the magia buffs...
You see where I’m going? This is the kind of memoria that you make a strategy and a whole team around. This memoria is fine if you use it as-is, with no regard to the other two effects (at least use the Magia Damage Up though!), but the true strength in it is how much raw power you can get out of it.
One thing to note here is that this really is a Whale’s memoria-- as in, you really want to have this one max awakened for it to be good. That’s not to say it’s bad as a single copy... But one single copy of “Whereabouts of the Bubbles” does not count as Whale-Tier. Perhaps if you were using it more for a combination of the Damage Increase and Damage Up Versus Enemies Affected with Status Ailments together-- but otherwise... eh.
In fact, real quick-- something important to know about this memoria is just how good it is when you utilize all of its effects. Let’s compare it to other memoria in the game:

(Limited 4*) “Whereabouts of the Bubbles” Damage Increase [30%] & Damage Up Versus Enemies Affected With Status Ailments [40%] & Magia Damage Up [12.5%] (Self / 1 Turn)

Let’s say you wanted to use a single copy of “Whereabouts of the Bubbles” and you aren’t taking advantage of its other two effects-- the memoria damage output is the same as an unlimited three-star memoria. In fact, “To Museums on the Weekends” might even be more helpful than “Whereabouts of the Bubbles” might be, because you could possibly get usage out of the Accele MP Gain Up.
If you have a max awakened copy but again are only using it for its 30% Damage Increase, and not for its Magia Damage Up or Damage Up Versus Enemies Affected with Status Ailments.... then it’s actually worse than the unlimited “Past and Future” which gives 30% Damage Increase... for three turns.
Do you see where I’m going? “Whereabouts of the Bubbles” is extremely good, but only if you actually take advantage of all its effects. If you’re a Free-to-Play player and you don’t care about how you do in Kimochi battles, then you don’t need to worry about acquiring this memoria. It’s not going to significantly improve your gameplay and those Magia Stones are better spent elsewhere.
In addition, one thing to note here is that the kind of damage output done by this memoria is best used for Kimochis, because in most battles this much damage isn’t actually necessary. The important part of a Kimochi fight is that the enemy can’t die. Because of that, you can get as much damage out as possible and memoria like this can truly shine: in a normal fight against a Challenge Mode, this much preparation is overkill.
So overall? “Whereabouts of the Bubbles” is Whale-Tier and the best active memoria for Kimochi fights-- but it’s also really Whale-Tier, and it’s good for a very specific kind of fight. If you want to take Kimochi battles seriously and fight amongst the very best Whales then this memoria is practically mandatory-- but if this isn’t a goal of yours, acquiring this memoria is a great bonus but not life-changing.
