Hot take but the Bellwether twist is actually perfect, because Bellwether is a representation of what Judy could have become.
Bellwether was exactly like Judy. She was a small prey in a predator-dominated field. She was kind and helpful to others. She was pushed around and bullied by her peers/superior. She had no real support from anyone around her. She was underestimated by everybody around her, always looking up at them. Though she tried to stay positive, in the end it made no difference because nobody would ever see her as more than a “glorified secretary” that a predator in power used to get more votes.
The difference between Judy and Bellwether?
Judy had Nick.
Judy had somebody to open up her eyes to how bad predators actually have it in life. Someone to help her see that despite their differences, they were both treated poorly for what they are. Someone who chose to believe in her because he saw her potential when everyone else turned their backs on her. Someone who she could actually trust. Someone who supported her even when she messed up, and would continue to help her not out of personal gain but because they care about each other.
Maybe if Bellwether had that someone she could’ve turned out different. But the Bellwether we see, even from the very beginning of the story, has already been corrupted by her experiences and her decisions.
Chief Bogo & Gary Headcanon
*Spoilers for Zootopia 2*

When the gang returned after clearing their names, Gary visited Chief Bogo everyday in the hospital. He would bring Bogo grass and vegetables to eat, offer to keep him warm if needed, and gift him a different piece of Gazelle merchandise.
There’s still some awkwardness and guilt on Gary’s part over accidentally injecting Bogo with his venom, leaving him comatose.
Fortunately, the Cape buffalo immediately forgave him, never once blaming the kind-hearted snake. Sadly, it didn’t stop Gary from apologizing… for the 50th time!
Honestly, Bogo blames himself for not taking Judy’s claims seriously earlier, which could’ve prevented the events that happened afterward.
When he woke up in the hospital and heard about two of his best officers framed and on the run, Bogo prayed for the safe return of Gary, Judy, and even Nick.
Despite his issues with their antics, Chief Bogo values this unlikely pair.
