I of course notice a lot of confusion about Cider being Donald’s pet when they both are birds.
Donald is a considered in the group of drawn characters called ‘Funny animals’ that are capable of all human behaviors.
while Cider exhibits Love bird styled behaviors, chirping syllables being her only capability of speech, like so
there is many images I can show by Disney using animals and funny animals in the same scene But I’d narrow it down to Disney actually giving Donald a bird a LONG time ago

So as @pinklovely05 stated, it is a Goofy and Pluto type situation.
And when Cider is seen walking around and joining the others, she herself is in a funny animal ‘form’ and ultimately being her own person.
