When they go to formal events and stuff todoroki just wears what's suggested. Like he prefers darker/nuetral colors but if you say he'll look better in something else he'll wear it. He accidentally started a few trends because denki convinced him to wear the ugliest things (that can still technically pass for a formal gala)

First year he jokingly suggested this (buy a suit instead of jacket) and when he actually wore it he started seeing how far he can go before whoever's in charge of making him look good for TV catches him (he doesnt make todo dress like this often otherwise hed be caught but about once a year)

Deku on the other hand is actively banned from choosing his outfits. The first time he picked his suit he was told something nice and classy and he showed up in this

No one saw him till he walked out of the car that dropped him off for the event. His pr manager burned the suit the second he was home and said he was not allowed to dress himself again.
