Cowboy: Try to balance a cowboy hat on his brain case (a cloth band or some tape might be needed). Tie a red bandana around his neck. Modify a trench coat for him if you want him to look cool. Feed him pork n' beans.

Frankenstein's Monster: Paint his robot parts green. Find a collar and put a pair of large bolts on it. Lightning optional.

First Recon Sniper: Stretch a 1st Recon beret over his brain case. Strap an old rifle to his back. Tell people he has a dead wife.

Legion Vexillarius: Pop that coyote cowl and goggles on him and strap a Legion flag to his back. Instruct him to run up behind unsuspecting people.

Benny's Checkered Jacket: I'm sure you have that jacket laying around after "acquiring" it from Benny. Put it on him. Stare. Lightly touch your old bullet wound. Look away.
