There's never going to be a more evil children's cartoon villain than Eric Raymond. Throughout the course of three seasons Raymond engaged in kidnapping, assault, corporate espionage, and many equally heinous crimes.

Also in the second episode he tried to bomb a foster home of orphaned girls.

Doesn't get much worse than that.
