Well, that.. at least has a couple of extenuating factors:

Nebulous events immediately after the fact - someone might actually have stepped in to help Ouma out, it’s just offscreen between chapters. There is a cutaway to Maki’s lab, after all

Maki, being Maki. Everyone’s rightfully shocked by her reveal, and is unsure what to do. As in, they might be scared of what she’ll do further or what would happen if they try to intervene- maybe she’ll strangle them too? Maybe she will actually kill Ouma (intended or otherwise)?

It’s messy enough to warrant a bit of leeway (and Exhibit “God Knows” of the Narrative Obfuscating the Deal with Ouma), along with their focus on what Ouma was doing. The concussion is just outright inexcusable, though.
