How exactly could the police confirm that some future event took place? When Garou has no memory of it happening in the first place, like Saitama? But you claim that was what they interrogated him about? That Garou forgot he was defeated by Saitama?
If you were to ask Garou, he would've said that he blasted away Caped Baldy with Gamma ray burst and "beat him." If anything.
Not "I forgot if I kicked Bald guy's ass cuz some random person punched me too hard."
Can he forget something he has no memory of? The loss of future event memories which did not happen for Garou, would be impossible to ascertain during interrogation process WHICH HAD ALREADY HAPPENED the week before, unless someone from this meeting chose to basically go and confront him about the information in this SPECIFIC meeting and ask him about it directly.

And make it appear like Garou losing memory is about Garou losing memory of the fight conclusion and the future fight that did not happen to him, after hearing Genos' tale?

The only one who'd really want to keep secrets of monsterization hidden would be OPM God, so nobody would be able to make countermeasures against that.
So I wager that OPM God has a hand in this too.
Possibly to implicate Saitama and make him public enemy number 1# and other things to break his spirit, so he would get all sorts of desperate, cornered, feel like the worst possible human being and emotional and come to him on his own volition and beg to become his slave, so he would forget himself.
