She was definitely there when Monokuma used the flashback light. She even commented on it:
So she should have no reason to be acting so confused, or like she doesn’t remember it happening...
So that’s weird.
But another thing...
...It’s really not sounding like she remembered anything at all. She just asked what Shuichi remembered and bandwagoned off of it.
Maybe her reaction by itself isn’t that suspicious, but it becomes more damning when you consider how starkly different her reaction is in comparison to the other students’.

All of the others immediately start talking about the memory’s contents with no feedback from Shuichi. You know, like something you would do if you actually remembered something. Unlike Maki, none of them needed to ask a question for context.
Compared to their reactions, Maki is a pretty clear outlier.
So... what’s up with Maki, then? Do flashback lights just not affect her? Or was it only this one in particular?
But even then, that wouldn’t explain her earlier confusion, when she seemed like she didn’t remember the flashback light after Kaito’s trial being used at all...
