She was definitely there when Monokuma used the flashback light. She even commented on it:
So she should have no reason to be acting so confused, or like she doesn’t remember it happening...
So that’s weird.
But another thing...
...It’s really not sounding like she remembered anything at all. She just asked what Shuichi remembered and bandwagoned off of it.
Maybe her reaction by itself isn’t that suspicious, but it becomes more damning when you consider how starkly different her reaction is in comparison to the other students’.

All of the others immediately start talking about the memory’s contents with no feedback from Shuichi. You know, like something you would do if you actually remembered something. Unlike Maki, none of them needed to ask a question for context.
Compared to their reactions, Maki is a pretty clear outlier.
So... what’s up with Maki, then? Do flashback lights just not affect her? Or was it only this one in particular?
But even then, that wouldn’t explain her earlier confusion, when she seemed like she didn’t remember the flashback light after Kaito’s trial being used at all...
So uh, chapter 6, huh. My brain is like, 90% saiibo at this point.

Mastermind Tsumugi icons
Just wondering, do you believe Tsumugi was given fake memories of being the mastermind? Weeby News pointed out she didn’t recognize the Monocubs in the prologue, but couldn’t she be pretending then? Besides, how can working in Team Danganronpa, writing the gang’s “plotlines” and “backstories” be fake memories of her?
I don’t personally believe that V3 intends for us to believe Tsumugi is lying/wrong about her role as mastermind.
What I mean is… the idea that she might have false memories of her role in the team? That’s entirely possible, and it’s pretty fascinating. I’ve considered it before… it’s not like she’d be able to tell the difference between the real memories and fake ones, so Team DR could’ve filled her head up with supporting logic for this and just sent her out there to get fucked. I mean, hey, why would they risk their lead writer’s life by putting her into a situation where the others are going to be pushed to kill each other? And as you said, Tsumugi was likely pretending to be surprised by the Monocubs just like she pretends to be upset by/surprised by all kinds of things throughout the game. It’s pretty clear even in her FTEs with Kaede during Chapter 1 that she already knows she’s the mastermind... so she does a lot of faking during the game.
But I don’t think there’s much evidence in the game to argue that Kodaka and the writing team intended Tsumugi’s memories to be false. It’s something that a future writer on some sequel could always choose to make canon, and it’s something that players can easily headcanon if they want. But as it stands, I don’t think the game is arguing in favor of this idea in the way the game seems to be telling us straight-up that she’s lying about a lot of what she’s saying during Chapter 6.
(An aside: Some people have said that her lies are the evidence — her contradictions in Chapter 6 show her story doesn’t add up because everything she believes is a lie, etc — but we know that the game is all about the Truth vs. Lies, the power of individual belief and all that noise. We know at least a little bit of what Kodaka considers to be factually true about the reveals she drops. I think that if Tsumugi doesn’t know she’s lying to the others, it undercuts the game’s own messaging about the power of fiction and the things we choose to accept, blah blah yadda yadda. Your mileage may vary.)
Like I said, this is ultimately something that a future sequel/spinoff piece can always play around with. For now, I believe she’s intended to be mostly honest about her role, but she’s knowingly fudging a lot of the details.
This might be just a silly thought of mine, but since ghosts are heavily implied to exist in the Danganverse, I like to believe that the reason Himiko, Maki, and Shuichi managed to survive was because their friends lessened the impact of the rubble
