i don't think Wilbur would be devil fruit user. hell I don't think he'd be a pirate by choice. maybe incorporate other characters like Tommy, who would like to be a pirate! and just forced his brother to go on adventures with him. Tommy would have a devil fruit, not sure what.

fWhip however.... I'm not too sure. I do think he'd be a pirate as well, captian of his own crew/ship. He'd have a devil fruit as well.

uhhh how they meet? maybe Tommy's crew has gained some notoriety (not by a lot but there's wanted posters (this inflates Tommy's ego btw))

they go onto an island, cause some trouble and boom there's fWhips crew. Which is not a good thing! cus I imagine that he has more men and lot more power.

Tommy and Wilbur are trying to get out of this situation. and Wilbur who has nothing really going for him ends up just flirting with fWhip.

and it works??? so fWhip realizes oh they're not a threat and let's them go. ends up hanging around them or whatever, make an alliance (wink wink)
