Haha! :) To me, the two read more as enemies with benefits right now, that's why I went with these tags. I'd probably use your example for a Gordlock post because, to me, Harvey Bullock's entire existence is the very definition of "pining for Jim Gordon" (ymmv, obviously!). Ok, the "derpy putting-it-together voice" bit made me snort. :D Personally, I was picturing Ed going all, "I'm here to save Lee, not to have milkshake!" At this point, Riddler would have to inform him about potential other meanings of "milkshake" and Oswald would crack a rib from laughing at Ed's expression of shocked-yet-aroused realization. And then they'd have milkshake, obviously.
