I want to write a fic where Jason (as Red Hood) goes out to beat Crime Alley criminals into submission via murder for whatever reason (bc Bruce, bc it's his opinion that's the best way to fix crime alley etc) and starts murdering criminals left right and center. He cuts of heads of infamous criminals, stuffs them into a dufflebag and dumps it somewhere that cops/detectives find it.
Jason thinks that this will make the cops/detectives fear him. Recognize him as a major player and adversary. Put his picture next to the other rogues. Jason doesn't care - he thinks he's a man of the people, a true crime alley kid.
Except. all those heads in the dufflebag? known cop killers. the message they see is "red hood kills criminals and cop killers," and all those trigger hungry cops, who look at criminals like their shit under their boots, don't believe in due process for every human being and are cops for all the wrong reasons? they love him. they see him grappling around and look the other way. why wouldn't they? Red Hood is cleaning the scum off the street the way they aren't allowed to and would lose their jobs if they did with their body cameras on.
Crime alley on the other hand fucking hates Red Hood. They hear the name, they know it's an alias of the Joker so ofc this new asshole is a follower or ally of the Joker. that alone is enough cause to hate him - but there's more. Red Hood kills indiscriminately. it doesn't matter why you joined a gang - to get protection from other gangs, to get enough money for food/medicine/your children, because you were pressured into it and couldn't say no without getting hurt/killed - its all the same to Red Hood. He doesn't give them due process like Batman and the law. He kills you during the fight, or he shoots you in the back after the fight. and goodness forbid you get near him when Red Hood's going after the Batman - he's a terrorist blowing up high schools. His leniency towards sex workers is dismissed as him being a perv. Crime Alley is also aware that he doesn't always protect kids (Robin and kids that are only enough to be in gangs aka 14ish-17 don't always escape his bullet of "justice" or his fist). They hesr him coming and slam their doors shut and pull their curtains closed.
