Hazard's Phreaks could function narratively as a "dunk character that needs to get out of their established organization here" kind of group.

Emre inevitably pisses off Talon and needs a place to run, perhaps with a faint glimmer of hope of getting one (1) malicious AI out of his cybernetics? Sure, Freja knows a guy who knows a guy- they get hooked up with the Phreaks and they get to work.

D.va finally snapping after years of being a child soldier under the MEKA idol culture? Have her arrange to sell her stolen mech to get the heat of the authorities off her trail only for. . . surprise! It's the Phreaks, and once she explains her situation she gets brought into their circle to hide.

Symmetra finally flees Vishkar; the Phreaks get news of a Vishkar architect in the area and kidnap her for her tech. . . except wait, Symmetra wonders, why are these punk thieves actually respecting my sensory needs?? Why are they treating me like a person once I explain I ran from Vishkar and don't have anywhere else to go??? Why do they think my dancing is cool and not a flaw in my hard light-bending form????

Widowmaker spends long enough away from Moira to have her brainwashing fade. . . and to enter withdrawal from whatever the hell Moira pumped into her. She's contacting every illicit laboratory she can find to synthesize the drug she needs and has been killing each one that tries to take advantage of her. She shows up the Phreaks' cybernetic lab as a last resort. They don't take advantage of her. They get to live. For now. (And maybe from now onwards, as they explain they could use someone of her skill. The world ain't empty of shite people who need a bullet to the head. She could get her fix here, in more ways than one.)
