Diluc Ragnvindr is the king of cuddles, that's not up for debate. Though he struggles a little with controlling his tone and facial expression (he has a monotonous/borderline angry voice and a severe case of resting bitch face), he's actually really great to snuggle up with. It's a pretty well known fact in his close social/family circle.
Especially when the weather gets cold out, he's completely understanding and will just silently take it when someone comes and pulls their chair up beside him or presses themselves against him. He knows he radiates warmth and has nothing against those who wish to take advantage of it.
If he knows you're especially prone to getting cold, he may even unbutton his coat so you can wrap it around yourself a little. No matter how chilly it gets out, he's always radiating a comforting warmth - not too hot, more like you're standing a few feet away from a cosy little campfire. If his hands are unoccupied, he may wrap an arm around your shoulders and tilt his head to the side to lean it on you just a little.
The only thing that may prove to be a little problematic is his absolute mane of hair, but he's more than happy to tie it back if it bothers you (whatever conditioner he uses for it smells like a mix of walnut, lemon, pine and cloves).
An added bonus is that he'll keep your drink warm for you! If your tea or hot cocoa has gone cold, you can just hold it out to him and he'll warm it up within moments using his power over Pyro.
Diluc also spends long periods of time sitting in one spot as he works, so it's especially convenient since he doesn't move around much. His thick, fancy jacket (combined with his general beefiness) also makes a good pillow to lean your head on if you wish to snooze. He'll make sure to wake you in time if you have any appointments or anything to get to.
