I skimmed your Neocities post and I didn't see an answer to the question that prodded me past the readmore: Do they provide a handy dandy way of creating something like a bulletin board/discussion forum like a lot of webcomics have, or did have ten or fifteen years ago? I have a webcomic or two at hosting I'm happy with, but at the same time 1) I'd like to have somewhere to link fans for questions and comments besides my tumblog ask 2) my HTML skills arrested about 1997.
Ah that’s a great question, I didn’t really cover anything like that because the post was mainly for “what to do” and less “how to do it.”
From my experience so far, unfortunately Neocities pretty much begins and ends at hosting. They have a nice on-site html editor if you don’t have a program you prefer already, and they’ve collected a variety of other resources for people learning or re-learning web design, but they don’t really have tools or assets or whathaveyou.
If you’re looking for a full-blown dedicated forum for your comic/s, I’d point you toward Proboards rather than Neocities, which can be a little daunting once you start digging down into all the customization but you will have a functional forum right at account creation. Or if you want something a little more lightweight, you might be able to make a Neocities site and get creative with comment boxes, shoutboxes, or proper chat room. (I’m only not linking anything specific because there are So Many and you’d probably want to look around for something that best suits your needs and skill level, but a lot of them are basically plug and play.)
I’m not sure if any of that answers your question either, but I admit I’m still fairly new to the space and kind of re-exploring it right along with everyone I keep encouraging to join me there.
