I feel like Soap would be the one to propose solely because he'd always do it while drunk, dying, and sheer delirium and ghost would just be standing there with a hidden smile behind his mask and reply "ask me some other time." And then when he actually does its soap joking around and ghost finally says yes after the tenth try that the joke actually evolves into an actual proposal dont @ me on this i dont make the rules
