Surprised honestly that I haven't seen anybody suggest that Clockwork's human life was actually Danny from a separate long gone timeline that became the ghost of time even if it doesn't make too much sense it would be a really cool plotline to play around with.
1884 - The International Prime Meridian Conference was held in Washington D.C. to standardize time and select the Prime Meridian. The location of Greenwich, England was served as the location of the 24 time zones based on the prime meridian.
What many of us forget was the Ghost Zone is a mirror, a reflection of our world. There needs to be a point person to serve as a time keeper. Of course, just as Sir Samuel Fleming proposed the change, the Observant High Council proposed someone to keep watch.
