Sometimes it’s just convenient to be smaller.
Wheeljack and Ratchet figured this out fairly quickly. They kept Wheeljack’s smaller body, and with some tinkering, Wheeljack was able to control it remotely. However, he has issues making it look realistic. He’s combated this issue by wearing thick layers of cloth and hiding as much ‘skin’ as possible. Most people find his appearance to be ever so slightly uncanny.
He uses the smaller body to follow after smaller Autobots, or to pick up odd jobs in human towns in exchange for supplies. He never really learned how to act like a normal human, leading him to have some interesting behaviors.
Mirage has never pointed out to Wheeljack that his behavior is bizarre. He gets small amounts of entertainment watching Wheeljack’s idea of normal human behavior.
