Why is nobody talking about how the school system in Dark is failing people?

School in Winden is apparently: 

1. Optional as hell

2. The ideal arena to fight your childhood nemesis

3. Totally cool with people just ... walking in? Like random adults - who often accost students in the hallway. Which is apparently not a big deal / a normal occurrence. 

4. NOT ASKING QUESTIONS WHEN A NEW STUDENT SHOWS UP COVERED IN BLOOD AND STARES LONGINGLY AT ANOTHER STUDENT. 

WHO IS IN CHARGE OF SAFEGUARDING HERE?! MY GUY, YOU SHOULD REALLY BE ASKING SOME QUESTIONS.
