Yandere Simulator theory
The glitching around instead of running in snap mode could actually add some interesting background lore. For instance maybe senpai is the main character in a generic dating sim, Yandere Chan was supposed to be a final boss, and info Chan is self-aware because she was programmed to be the smart love interest but developed an extremely capable ai.
Maybe she still loves senpai and is using Yandere Chan to eliminate her rivals. Her computers could be a way of hacking the system and giving you the information/items you want.
