When celebs talk about stealing in sets they usually are referring to keeping props from set after the filming is done as a keepsake. No harm done in most cases.

But if she is stealing clothes from photoshootings then she is a piece of shit. That could get people fired, because the celebrity is the last person the brand is going to blame. I used to work in fashion PR, and as you said, sometimes the designer would gift some items as a compliment.
