First, I think it can be changed manually. This came up a couple times. Obviously idk how true it is.
Second, I think it also automatically changes based on device location. I think Instagram was using Harry’s IP address (hence based in the UK) and then he must have just turned location services on on his phone which then changed the Instagram location to Italy
